Satellites are simply free falling toward the earth and at the same time projected away from the earth. It's pretty much happening inside of a vacuum so nothing can stop it. Slowing it down just brings the orbiting satellite closer to the earth. There has to be a way to harness this technology through use of nanotechnology.
